Crawford in his last post fight interview when asked about Spence or where to go next:

Therefore, it's not hard to conclude Pac vs Crawford didn't happen because Bob didn't want it yet.

I do think Bob delayed the match because PAC was still too much of a risk for his young and certainly new cash cow in Bud. Back in 2016/2017, it was more of a 50/50 fight.

Pac nor Bud was scared of each other. I think it was all Bob. And Bob probably didn't think it would've made enough money to pay the purses both Pac and Bud demanded.

Although I'd favor Crawford if they fought today, I think Pac would give him his most competitive fight.
