No he's not they're the same age, pacquiao would get beaten by any younger champion fighter in the division. Plus with HW it's different every punch hurts more and does more damage and in pacauiaos division the weight is the same when they fight sometimes a few pounds differ but mostly it's the same, in the HW division sometimes there can be a big difference like in this case.

Joshua is young and in his prime, he should go after the champions. He is dodging true opposition, and his next fight will be against whyte you'll see. That man has not beaten a proper champ yet, klitschko was 41 and even there he nearly lost.
