If he weighs the same but has 3 pounds less muscle he must have 3 pounds more fat and I sure don't see much fat on him. If he has more speed he should have more punching power. If a punch is thrown with good leverage the faster the punch the harder it is.

That is not how boxing mechanics work. The power comes from the legs/torso. If he's faster it's because he has less mass to move and he will not hit as hard because he has less muscle to generate force.

You're also mistaken about the body fat. You are not taking into account the water cut to make weight. He could be the same % bodyfat but had to cut less because he has less muscle and weighed less to begin with.
