Whyte doesn’t really need to be mandatory to fight Joshua. Joshua wants Whyte anyway. He would’ve needed that if it was to get to wilder, but wilder doesn’t think he’s worth the gamble to take on as he’s not confident enough/ doesn’t want to ruin any pay day against Joshua.

He is not confident to fight Whyte but okay to fight Fury. Fury even out of shape can give Wilder fits so does not make sense. Whyte cannot beat Joshua his chin has not improved just fought a lesser puncher.

Fury is a perfect fight for wilder now. I don't think anyone gives fury a realistic chance at this time. I personally would make Whyte a odds on favourite in a fight with fury at the moment too.
