Monroe has skills, but not much power and a very timid approach in the ring. That combination of characteristics makes for some boring fights. There was never a sense of urgency when he was losing to BJS.

As for fighting Charlo, not sure he deserves it and not sure Charlo is looking for it since it gains him nothing (although as some posters before me said, it might make sense as a hometown fight or a DAZN introduction fight). The problem with fighting Monroe is that even if he's losing he probably won't put himself in a position to be kayo'd, and is almost guaranteed to be a stinker regardless the outcome. His lone exciting fight was against GGG who decided he would walk through Monroe's punches and take him out.
