Your position doesn't make any sense. Unexpected medical issues occur all the time. If retroactive TUE didn't exist, the USADA doping control officer would be forced to make a decision in the heat of the moment, which would be very unfair to the DCO and very dangerous for the athlete.
The only reasonable way to handle unexpected ailments is for the circumstances to be analyzed by a group of doctors to determine if the use was legitimate. Which is exactly what happened. A group of doctors, having no idea the TUE request was from Floyd, analyzed all of the medical information and evidence and determined everything was legitimate.
