As long as Munguia makes 154 at the weigh in he has obeyed the rules and cheated or bullied nobody, If his opponent is too small to beat him that is his problem and he should drop down to welterweight. Munguia is not a super middleweight. If he was that is where he would be fighting. If a boxer fights in a weight class he is too big for he will be weak in the ring. Munquia looks anything but weak in the ring to me. He threw 875 hard punches so clearly he is fighting in his proper weight class. Hell, he only outweighed Smith by 4 pounds. Some bully.
