WBA needs to declare Thurman a champion in recess and move Pacquiao up to super champion. Then Pacquiao needs to unify his WBA title with Crawford's WBO title. Just like that Crawford's a unified champion at 147 and Thurman has to choose whether to force his mandatory title shot against Crawford once healthy or duck and vacate his claim.
