It doesn't matter whether the contracts have been signed or not. The WBA told Hearn to give them a date for AJ vs Povetkin, which he did.

I'm giving you a fact - which is that if they really wanted the fight this year they would have signed the contract before the WBA called time and left Hearn no choice but to get it on in Oct or Nov, whether he wanted to or not.

The WBA wouldn't have delayed a mando that was first ordered in April this year so Hearn could negotiate a unification for April next year. What kind of sense would that have made?

Duh .. because it's not a mando and he wasn't being told by any sanctioning body to give them a date or AJ would be stripped of his belts. Plenty of fights have been signed without a date or venue, eg, Ward vs Kovelev.
