Yes he can as he would have 20 months to invoke his title shot with the Super champion. Unless the WBA changed that rule regarding the regular champion. Povetkin had 20 months when he held it & waited until he defended the regular belt 4 times against Rahman, Wawrzyk, Huck & Boswell before finally taking his shot at Klitschko. Miller wouldn't have to wait the full 20 months but I'm sure he would have to get in line. In the mean time he could milk that regular belt like Povetkin did & cash in like it is a real world title...
