Look at the IBF's current ww rankings for instance. Alexander and Vargas are the only two fighters anyone has heard of. Someone like DSG or Porter would be blasted for voluntarily fighting someone like Ocampo. It doesn't matter how good and proven DSG is with the IBF, he has to move up the rankings the same way as everyone else. And when none of the top fighters in a division have moved up the IBF rankings, then it is like it is right now. Where DSG isn't going to fight at least three or four bums to become mandatory. That could take two years.
Whereas the WBC wants the big names and the big fights. So they will happily order DSG-Porter, Canelo-g, and Stevenson-Kovalev. The WBC's own rules state they cannot rank anyone who holds one of the other three major belts. But Kov said he wanted to fight Stevenson, so the WBC broke their own rules and ordered the fight. The IBF won't do that.
Its kind of ironic, that by being the only ABC to not take bribes, that they often get the absolute worst mandatories.
