Reason being is the times Ali was in was the perfect storm to make him larger than life.
Their is no more real blatant oppression etc so a Man can rise out of from and take a stand against and hold firm to his principals no matter the person cost to himself such as Muhammad Ali was able to do.
It'll take time, of course, without a culture of boxing - or indeed much of one of combat sports at all - but with a talent pool in the hundreds of millions of course freakish talents are going to show up. Just a matter of making sure such talents are picked up and the facilities are in place to nurture them. Said the same thing about China too... and if the nations of Africa ever pulled their collective **** together... hell, man.
It takes money, infrastructure and probably some governmental support - specifically aid towards an amateur program. Oh. And maybe 50 years or so...
