No he's not in the mandatory position. He's in the "second" mandatory position, which means he'd have to fight an incredibly dangerous fight to not even get a guaranteed next shot.

He didnt take the fight bc of Money ,he gets a shot at Joshua anyway bc Hearn promotes both . Pulev has already cost Hearn when he pulled out against Joshua .
