I agree that a lot of the 'robbery' sentiment was pushed by Atlas. Atlas, who was so unprofessional that night that he lost his job. Yet the damage was done.

So the narrative gets repeated that Pac was robbed, and people mindlessly repeat that again and again, and as they do so, they grow more hostile towards Horn.

Not only do people not give Horn any respect - which he is due from putting up a much better fight than anyone expected against Pac - but he has become public enemy number 1, where everything he says and everything he does is twisted to justify continuing rage against him.
