I know how it may be percieved for an anonymous guy online to talk about the fitness of a professional athlete, but just from the eye test, David's body composition does not look like that of a person who can't make 160 safely.
I don't know the details of his struggle or what he's doing right/wrong, but I don't think moving up in weight is David's best option.

Lemieux needs to get himself a new coach. He really lacks discipline - he never gets in proper shape and keeps falling back on his power to win him fights. His current coach obviously has no control over him and had no backup plan against Saunders.

He’s having a problem competing at 160 , 168 punches a lot harder
Not sure he can take that punishment even if he brings his power to that weight
There’s always been story’s about him not training properly and this can be the reason he needs to get a trainer who he’ll respect and listen
In between fights he balloons
Imo he can make 160 without killing himself

Although not an universal rule for all fighters that their height must always correspond with their weight, the only exceptions are those fighters who are deemed 'exceptional', and whose skills are able to overcome the height disadvantage, which becomes more dangerous once a fighter moves north of middleweight, owing to the power and potential damage an 'average' fighter who doesn't possess either a granite chin, great upper body movement or/and great defensive skills.
Two of the greatest examples that come to mind are Mike Tyson and Joe Frasier. Both were reportedly just shy of 6'.
Back in those days HW's were a little smaller, but still, your average HW was still at 6'4". Now they are 6' 6''.
Now to today's rules of thumb for height corresponding to weight, Lemieux has reached his ceiling. with his skills, he could move to 168, but I don't see that being a move to greener pastures.
Groves is nearly 6', Ramirez's height is the standard for LHW @ 6' 2", Eubank Jr is 5' 11'', Degale is 6', Benavidez is 6' 1.1/2''.
Back when I was trying my hand at boxing I had trouble getting under 80kg's (180) at 5' 9'' and that was with training twice a day, strict dieting, with the next step being what most fighters do- all the various tortuous things like wearing full rubber suits in a sauna, even drawing blood! The point was I was told if I wanted to fight a 79.3 (the LHW limit) I would need to be at least 6' 2''.
So Lemmy either better moves up and choose his opponents carefully, get in incredible Joe Frasier/Mike Tyson level of conditioning to become an effective inside fighter or establish himself as a gatekeeper.

Lemieux is a bottom feeder just an average boxer
Lemieux is just an opponent at 160lbs and never a factor in any title talk becAUSE Lemmie IS average at that. Going to 168lbs is dangerous for the average Lemieux. Lemieux is a better sparring partner than an actual fighter anyway. give it up you soft Canadian wimp.

So a "small" LHW thinks a "small" SMW is too "small".... Lemieux walks around at +/- 180 (confirmed by his promoter)... If he could transform some of that lost flesh in actual muscle fibers he would stand a chance and would not have to drain himself to death every fight...
