Who can beat Mikey Garcia between 135-140?

He does not have the most power, Is not real fast but his fundamentals are on point and he is very technical.

Loma for pure skill and possibly Prograis for pure size and power.
Garcia has not seen any opponent with real movement in his entire career.

At 135 probably just Loma. At 140 maybe Prograis or Taylor. Only ones who have a chance I think.

Who else is at those weights? Also I thought Mikey said he won't fight at 140 and dumped the belt. Is that for good or just for now he won't fight at 140?
