Why would Miller fight Joyce? It is a lose-lose proposition.

If Joyce wants to climb up the rankings fast, he can choose among those in 6-10 rankings. Those ranked 1-5 is basically just waiting for their title shot and wont risk a fight that doesnt reward that much.
