Arum took the the contract to Pacquiao, Pacquiao agreed it but put in the stipulation about Floyd coming in over weight after the stunt he pulled with Marquez.
Floyd then said in interviews that he then put in the blood testing.
Any idea why Floyd wanted to take a year or two away from boxing in 2010?

Even when it was revealed to the public, Pac's side said he had no problem with it.
In a video titled "Boxing Legend Freddie Roach Updates Us On Pacquiao" uploaded to YouTube on December 11, 2009, Pacquiao's trainer, Freddie Roach, revealed the first hint about Mayweather's request for Olympic-style drug testing, telling roving reporter Elie Seckbach, "I hear negotiations are a little shady. (Richard) Schaefer and them are unhappy about something. They want Olympic-style drug testing. I said, 'Yeah, no problem.' I said, 'Whatever you want.' Since we accepted that, now they're running scared again."[23]
On December 13, 2009, Pacquiao's adviser, Michael Koncz, said Mayweather's request for Olympic-style drug testing was a laughing matter and they had no concerns whatsoever about it. "Our reaction is, 'So what?' We know Manny doesn't take any illegal drugs or anything. And none of this is getting under Manny's skin or anything. I'm here with Manny, and to him, it's like a joke. It's a laughing matter," said Koncz.[23]

Negotiations started back in November.
Floyd only mentioned blood tests before the fight, when Pacquiao agreed, he made them more stringent untill Pacquiao said enough was enough.
Pacquiao said he would take any test the commission approved of. NSAC said they would do the testing. Floyd said no.
Floyd did Floyd turn down testing from the commission.
Any ideas about 2010, when Floyd said he wanted to take a year or two out of boxing.
Nobody seems to be able to answer that question for me.

Pac got out smarted in boxing business. Simple as that.
I've not doubt he would of beat Jr. in his prime. He would of been too much for Jr. to handle.
Jr. played games to stall the fight whether it be offering flat fees, requiring blood work, etc. Ultimately, Pac was making decent coin with back to back PPVs that his side didn't feel they NEEDED to come down to Jr's demands. Not to mention Bob Arum hated Jr. so he wasn't going to assist in making the fight happen that easily, especially with Jr.'s demands neither.
Pac went the tough road because of his KO loss to Marquez and finally slipping in every respect; ability, PPV buys, etc. He was prime for the picking for Jr. He would also take the less of a chunk pay because it was still going to be higher than what he was currently making regardless.
In the end Pac lost to a smarter business man who played the right moves, avoided losses (real competition), and got the short end of the stick. I'll still consider Pac's wins 10x more meaningful over anything Jr. did. He outright blitzed his opponents and devastated them in more convincing manners than Jr. ever did. He went back to back against A+ opponents and upset the odds when they were against him frequent.
Can't remember a fight we didn't pick Jr. to win...
