      I think so. But the fact that Mayweather prolonged the fight until Pac was older shows how much of a threat he thought Pacquiao was in his heyday.

            Mayweather was 2 steps ahead of Pacquiao in 2015. In 2010 he would've been 3 or 4. Mayweather would've always beat Pacquiao because his ring IQ is far superior. Mayweather was faster and had a much quicker reaction time. The only thing Pacquiao had over Mayweather was power and it's easy to nullify power. Mayweather won the fight with one punch in the first round. Once Pacquiao saw how quick Mayweather's counter was he knew he wouldn't be able to do a thing to beat him.
