I don't think the Price fight was. I think Povetkin's previous fight against Hammer was the eliminator and the Price fight was more of a keep busy / introduction to potential PPV audience for an eventual AJ fight:

Still it was a very solid win for a fighter, involved more in court battles recently than in actual fighting.
"Povetkin became the number one challenger to Anthony Joshua, current World Boxing Association (WBA) heavyweight super champion. Povetkin faced and defeated Christian Hammer . He’s done it the hard way too ... fair play to the guy . I think a lot of fans are warming to him too which is good for the fella
Like you said no one wants to take risks that could scupper the Joshua pay day . At least the heavy weight scene is looking fun for the next few years

What a clusterf@$#. So Pulev's ordered to fight Whyte, Whyte wants to fight Povetkin, Povetkin wants to fight Joshua, Joshua wants to fight Wilder... Hearn wants Joshua to fight Miller... Plus you've got Whyte also lining up for Wilder who is content to yap about fighting Joshua!

Whyte is the boogeyman off division, the most feared boxer. Nobody wants him, even though it would be a nice pay day for everybody. Wilder can`t even say his name and he would fight everybody not named Whyte.
