Let me tell you exactly what happened.

Loeffler said days ago, we are no longer considering Munguia.

HBO said, no we want a Mexican fighter if at all possible.

Loeffler said, Munguia is not legit, we don't want him, and HBO said screw you, he is our first choice.

Then Loeffler said, gee NSAC, I guess we have to fight Munguia, unless of course you WON'T APPROVE, 'wink wink'

Loeffler gets to force HBO to take O'Sullivan instead, and got a third party to be the one to say no to Munguia.
