It shouldn't really be about punishment anyway IMO unless they can definitely prove deliberate wrong-doing, however (and also in IMO) the burden of proof for the purposes of fighter safety should be significantly lower. What I'm saying - kinda - is that a fight probably shouldn't be sanctioned if a fighter pops negative for anything (above the set limits), but further punitive sanctions should not be enforced unless its demonstrable with a high degree of likelihood that the fighter deliberately used PEDs.

      Mmmm. Yeah. Actually you're basically right:

      Sports are required to undertake three steps in order to be fully compliant with the Code: acceptance, implementation, and enforcement.

      Code acceptance means that a sport organization agrees to the principles of the Code and agrees to implement and comply with the Code.

      Once a sport organization accepts the Code, it must then implement it. The implementation of the Code is the process that an anti-doping organization goes through to amend its rules and policies so that all mandatory articles and principles of the Code are included.

      Finally, enforcement refers to the sport organization actually enforcing its amended rules and policies in accordance with the Code.

      WADA monitors implementation of and compliance with the Code.

      - I hadn't quite understood it's role properly. It would actually be a big step in the right direction if the sanctioning orgs and governing bodies would sign up to the WADA protocols,.
