                      WADA don't make rules, they make recommendations, man. It's up to the governing bodies of the sports who requested the testing to decide what to do with those recommendations. It shouldn't really be about punishment anyway IMO unless they can definitely prove deliberate wrong-doing, however (and also in IMO) the burden of proof for the purposes of fighter safety should be significantly lower. What I'm saying - kinda - is that a fight probably shouldn't be sanctioned if a fighter pops negative for anything (above the set limits), but further punitive sanctions should not be enforced unless its demonstrable with a high degree of likelihood that the fighter deliberately used PEDs.
