Other sports banned their athletes for testing positive of banned substances. Boxing should do it too strictly.

Absolutely. None of the organisations have managed to instil fear in fighters by announcing an outright ban for anyone caught cheating, no ifs no buts - enshrined in their regulations for fighters to read in black and white. Make it clear as day that if you cheat you'll be risking the loss of your livelihood. Right now, some will risk it and figure if they're caught the worse that can happen is a temporary revocation of their license.
