No, I don't think he should retire just yet. He has about two or three good years left in boxing. He should sign with Al Haymon. He has a reputation of doing right by his fighters. In addition, he can cut back on his work schedule by fighting less and once a year.

Perhaps it's just me but I think that the PBC would be a perfect fit for Manny Pacquiao, since they hold all the cards at welterweight; The 147lb division in which he competes. They hold three of the world major title belts: The WBA, WBC and IBF.
