He's #3. Top two are vacant because nobody has fought an eliminator. Nobody has fought an eliminator because nobody is in a rush to fight Spence.

He got to #3 via attrition. Which is why the IBF doesn't rank #1 or #2 without an eliminator, to prevent title shots being earned via attrition. Unfortunately, nobody was willing to fight an eliminator to earn this shot, so it goes to #3.
