Booth is allowed to pursue another licence but I doubt anyone wants to see him fight again. According to BBBOC:

"The Board was created in 1929 and ever since has effectively controlled the professional side of the sport in Britain and Northern Ireland.It operates through seven Area Councils and consists of 12 Stewards. Stewards have equal voting rights."

"The Stewards are acutely aware of the image of the sport and on many occasions have acted against licence holders alleged to have brought the sport into disrepute."

BBBOC have acted like this before and will continue to do so. No legal action necessary.
