Spence would have had to sign a long term exclusive promotional agreement with Golden Boy in order to fight Cotto. Why would he do that when all of the top talent at welterweight and super welterweight are with Haymon?

But no, I wasn't using the numbers to suggest that the public was more interested in Spence vs. Peterson than they would have been in Cotto vs. Spence. Obviously, Cotto vs. Spence would have been a much bigger fight than Spence vs. Peterson.

That doesn't mean it would have been wise to take the Cotto fight considering the onerous restrictions that fight required. Spence is aligned with PBC. PBC controls the WBC, WBA and IBF titles in his current weight class and also controls the WBC, WBA and IBF titles in his future weight class.

To sign a long term, exclusive, promotional agreement with Golden Boy to get the Cotto fight would have been extremely short sighted. Let's say he beats Cotto. Now he's WBO champion at 154. Then what? He'd be blocked from ever unifying. If he wanted to go back down to 147, he'd be blocked from fighting for a title.

Which fights would Golden Boy have gotten him? Their stable is barren. They have Canelo and little else.

PBC offers fights with Keith Thurman, Danny Garcia, Jessie Vargas, Shawn Porter, Andre Berto, Devon Alexander, etc, before moving up to face the big dogs at 154, all of which are with PBC as well.

Which fighter has ever left PBC and had it lead to big fights? Jacobs left to go chase GGG & Canelo, but so far he's only fighting opponents nobody cares about. And I'm not blaming Jacobs for leaving, he was in a weight class HBO controlled, that Haymon had no control of.
