I know he's saying it won't be the comeback fight. But i can see that being a (pretty) good idea.
He needs the rounds against a fighter who's not going to trouble him. Briggs is one of those guys, but comes with a bit of interest due to his behaviour over the last few years.

I mean it's a real rubbish fight, but i could see it getting attention if that's want they want.

Fury does need a few fights under his belt though before looking to step up. He's been out a long while now.
