Logically it shouldn't be a surprise to anyone if Loma vs Linares happened over Mikey fighting either guy just based off the landscape of Boxing today with Promoter / Network relationships. Mikey SHOULD fight Easter Jr IF he's going back to 135 after this (which I'm also not 100% that happens).

If you Linares/golden boy you prefer Mikey Garcia because unless Mikey get's upset against Lipnets or vacates he has to fight Linares next.The WBC has already come out stating they have to come to an agreement in March otherwise he will likely get stripped because they have already given Mikey 2 different extensions to delay this fight first to fight Broner and now to fight Lipnets.

If he vacates then Golden Boy can explore fighting Lomachenko but I doubt it happens next. I can't see Lomachenko fighting Linares his first fight moving up to 135. In Dec Golden Boy handed Garcia a contract that allowed Showtime/HBO whoever bids the highest amount to get the fight. And if Mikey can't come to an agreement it just goes to purse bid anyway. So there is no network conflict whoever puts up the money get's it neither Mikey or Linares has an exclusive TV deal.

Arum is not making any fights with top Haymon or Golden Boy fighters anytime soon unless the fight is mandated. Lomachenko is fighting in house fighters. Linares has a better shot getting Mikey in 2018 then he does Lomachenko.
