Second, even if you catch them, there is often a plausible explanation. Hard to know if someone was deliberately cheating when there are so many tainted supplements, legitimate medical conditions that require (or benefit from) banned medications or methods.

      The failed athletes usually lawyer up and force some sort of settlement as these governing bodies and athletic commissions usually can't afford extended litigation.
      True, i have seen this many many times and its frustrating.
