Mayweather offered him 14 days with no testing in 2010.
In 2015 he offered him NO CUT OFF.
Pacquiao was drug tested 10 days before the fight.
What is the problem???? Is there something inconsistent here?

You can't be dehydrated inf your perfect weight is 149 and you weigh in at 147lbs.
Go to the gym to a 10 km run and you will lose a couple of pounds and you wont be dehydrated.
Go a sleep tonight and you will lose that much water, and you won't be medically dehydrated in the morning.
