Yet, surprisingly, early talks went well. The sides quickly agreed on a 50-50 split. Minor (read: ego) issues were ironed out too: Pacquiao would walk out first; Mayweather would be introduced first.
Mayweather would get his choice of corner; Pacquiao would get dibs on a locker room. When Greenburg, who had built a relationship with Cowboys owner Jerry Jones during filming of Hard Knocks, brought up Jones's offer to stage the fight at then Cowboys Stadium in Arlington, Texas, Arum was open to it. When Mayweather wasn't, Arum signed on to hold the fight in Las Vegas.
It was almost too easy. "It took like 10 days," says Todd duBoef, Arum's stepson and the president of Top Rank. "All terms were agreed to."
It was clear that both boxers wanted the fight too. Stephen Espinoza, then a lawyer for Golden Boy and now the executive vice president of Showtime Sports, recalls a call from a Top Rank lawyer a few days before Christmas. One more thing, the lawyer said. Manny would like a weight penalty: $10 million for every pound over the 147-pound limit. "To me," says Espinoza, "it was an ask designed to blow up the fight." He relayed the request to then Golden Boy CEO Richard Schaefer, fully expecting it to be rejected. Fifteen minutes later Schaefer called back with a yes.
Mayweather-Pacquiao drug testing program sets precedent for boxing
Drug testing, however, was a real obstacle. According to DuBoef, random blood and urine testing hadn't been part of negotiations. "It just showed up in a contract," he says. Mayweather's side tells a different story: Blood testing was in the original draft; Top Rank just kept deleting it, and when presented to Pacquiao, it was rejected, on account of the fighter's fear of needles. "That was funny," says Leonard Ellerbe, CEO of Mayweather Promotions, "because he has tattoos." Eventually Pacquiao agreed to testing—within limits.
First negotiations were Manny's fault
Freddy Roach says Manny Pacquiao, himself, and Arum were to blame in 2008-2009. From the horses mouth:

Roach says Floyd won the fight
In other words, shut the FUCK up

That's what really happened.
The dude is/was a drug cheat and now he murders those same drug cheats...unless you're the son of the president...than you just have to resign from your job
LMFAO #DUTERTE #PACFUCKS #LMFAO
? No way. Lmao.
Pacquiao backs this guy? No morals whatsoever.
2009 - pacquiao claims he doesn't know what a ped looks like and sues GBP and Mayweathers for suggesting he is on meth.
2016 - pacquiao suddenly remembers he used meth.
Lol.

Funny how the pact@rds defend Manny asking for a 30day cutoff and trying to dictate what days USADA can draw blood.
Lmao.
Then go as far as suggesting Manny was compromising cut off dates and Floyd kept changing. FALSE.
THE ONLY REASON WHY MANNY OFFERED 24 DAYS IS BECAUSE HE WAS ON TAPE GIVING BLOOD FOR HATTON.
LMAO.
pact@rds are insane.

ADP02 never did acknowledge this did he? Kept deflecting about his tricycle and unicycle expertise as to why he's an expert on dehydration.
Pact@rds are pure comedy. Very entertaining.

hahaha. ADP...the King of Deflection who calls everyone else "Deflector." He never went near Bob Arum's statement about that imaginary TUE.
That dude said a lot of ****** shlt. If Pac never wins again, I wouldn't be surprised if ADP never returns.

Here's a link demonstrating corruption of Duterte and how he kills off opposition (like *****)
Paolo Duterte was a member of a criminal syndicate, citing as proof a "dragon-like" tattoo with secret digits on his back.
Asked about the tattoo, Duterte said he had one, but declined to describe it, invoking his right to privacy.
Asked by Trillanes if he would allow a photograph to be taken of the tattoo and sent to the U.S Drug Enforcement Agency to decode secret digits, Duterte said: "No way".
He refused to respond to questions about his bank accounts, calling them "irrelevant".
