His legacy is pretty intact, however the most underrated aspect of his entire career is his management and matchmaking, it’s a blueprint now. He managed to always go in to every major contest with an advantage, whether it be age, weight, experience, location...they match made him superbly his whole career it was very smart and based on the Mayweather camps deep experience of the business.

and you can't blame Mayweather for the delay with Mosley and Cotto, nor with Pacquiao..... they all had their chances

the main advantage he had is..... he was better

dude was the consummate professional, his training regime is legendary

and who cares about undisputed, who you beat is more important..... Mayweather fought everyone, was the best fighter on the planet for about a decade, and you had to look at middleweight to find a serious threat

fighters like Pacquiao/Golovkin, are waaay more "well-managed" than Mayweather..... you had to win big to land a Mayweather payday, but you had to look shot to land a Pacquiao fight and Golovkin tip-toed through the tulips for most of his career

you could point to Margarito as a miss, but he could not stop losing to fighters who were not on Mayweather's level, and had little/no chance to beat him

At the age of 38? no damn body came close! Most fighters who've been pros since they were 18 and fought at a championship level for 20 years are already punch drunk, broke and used as gate keepers for prospects to beat up on by the time they're 38. Unheard of!

There was never a need to fight joe blow because he was clearly the metaphoric undisputed champ of every division he fought in. He cleaned out evry division he fought in and was clearly the best in those divisions. But yes he never won all 4 at the same time.
