WBC wanted in on arguably the most marketable fighter at 147lbs (Danny Garcia), Keith Thurman has the Porter mandatory due next for the WBC (unless Thurman actually wants to fight Spence), and the WBC is putting a chip on another marketable challenger at 147lbs.
Garcia fights Rios in February (assume he wins the fight), takes another fight June-August (pair Garcia with the Wilder-Joshua PPV), and then Garcia fights again late 2018/early 2019.
Garcia continues to fight for the WBC until he likely gets his Thurman shot summer 2019.Comment

What makes you think that Danny won't take a fight before his own shot?
Spence Jr is likely too good, and Thurman was basically a hair better in their first fight, but it's not like Garcia is outgunned in any other fight at 147.Comment

Porter was already the mandatory. With a guaranteed shot at Thurman in 2018. Had Porter fought Danny, the winner would have been interim champion and entitled to a better split when they fought Thurman.
Danny wasn't ready to return yet and with his #2 ranking, was on track to be the mandatory for 2019. Since he's fighting a WBC ranked opponent in his next fight anyway, he asked to be named the mandatory for next year if he won since he'd obviously be moving into the #1 spot regardless once Thurman fights Porter.Comment
