Who can he realistically beat, after all the inactivity and getting his head smashed to the canvas and KOed senselessly by Canelo?

I wouldn't pick him over Chaves or even Kamegai (the tier 3 welters).

Oh yeah. Khan was schooling everyone until they knocked his asss clean out. I still don't think he gets how fights are won and lost. Dude, it doesn't matter if you had more rounds in the bag when you're lying unconscious on the canvas.

The only cleaning up Khan will do with the 147 division is getting a broom and mop and cleaning out the WBC, WBA, IBF and WBO offices. Otherwise he won't be doing ****. He will be getting knocked out again.
