Fighters that are just a level below elite

Which fighters would you say are good to very good but not at the elite level but are maybe just a step below.

I’d personally say Maidana, Matthysse, Peterson, Danny Garcia, Judah fit in this category. Matthysse is one of my favorite fighters but he always came up short against really tough fighters most of the time. Khan I think had a small few year window where he was considered an elite level fighter but than once he got KO’d by Garcia he’s never been the same.

I think Peterson could have been elite, but he seems to have some kind of mental/confidence issue. Watch the Danny Garcia fight, he ran and didn't even start fighting until the mid rounds. When decided to fight, he was outclassing Garcia.
