Why wasn't Canelo happy to try and take the title at 160 before 2017?

Of course GGG wanted to fight for Ward's title at 164. He got bigger. That's what boxers get, right? He got too big for a catchweight below 160, but not big enough for 168.

Why did Canelo pay a sanctioning fee for a MW belt if he didn't want to be a MW? Why didn't he vacate after he won? Why didn't he vacate before or during the first negotiating period when Canelo was allowed a voluntary defense? Why did Canelo pay a sanctioning fee to defend the MW belt against Khan? Two years later, he could not. After he got a new trainer, with new training regiments and diets, he grew better into 160.
