My recollection is that Cotto said he's not a MW, when asked if he'd fight GGG. That is not an offer to fight, but a reason not to fight Golovkin. It was Canelo who offered Golovkin the CW.

Just to clear things up for you: If Cotto said to Golovkin, "Look, I'll fight you for $$XX @ XX Lbs" That's an offer. To tell a reporter that he will only fight all future fights for his then MW belt @ a CW is a condition, not an offer.
