Your talking about the Middleweight limit at 160. Any fight between 154 and 160 has to be fought as a middleweight fight. Canelo wanted to fight at a catch weight. A MW catch weight means the two guys agree to fight at a prescribed weight under the middleweight limit. Golovkin didn't want to do that so Canelo had to give in to make the fight.
