Wilder vs AJ and Canelo vs GGG are the best. If the rematch of the last is not made then, Canelo vs Jacobs and GGG vs Charlo.

if it doesnt determine the best boxer, name a boxer that would beat the winner.

              common sense.

Obviously the heavyweight champ would beat a middleweight, welterweight etc. But can you seriously say AJ or Wilder or more skilled boxers than say Terence Crawford, Vasyl Lomachenko, Guillermo Rigondeaux etc. There's weight division's for a reason. The fact that you feel a HW has to be the best boxer in the world is mental.

HW is the most prestigious divisions in boxing. It always was and always will be, despite some Americans pretending that it doesn't matter anymore during the Klitschko reign.

HW division is the only division in boxing where being the top guy and undisputed champ brings you automatic prestige and attention from the mainstream. No other division is like that. Find me someone who is not a boxing fan who cares about who the champ of say middleweight or welterweight division is. Unless that particular boxer is some big mainstream name no one cares. Yet many sports fans care enough to check who the HW champ is. Everybody knew who Klitschko was and now everybody knows who Joshua is and if Wilder somehow beats Joshua then everybody will know who he is as well. It's not because of their personality but simply because of them being HW champs.

HW division has the continuity with the legendary champs of old going all the way back to Dempsey, Louis and Marciano to Ali and Tyson, the most known boxers ever. The HW undisputed champ is inevitably going to be compared to these greats and mentioned together with them.

If they told you you will be a great boxer in your next life, you just need to choose your division... The vast majoritiy of people would want to be heavyweights. Even guys like Floyd would probably prefer to be born as heavyweights.

who is the best tennis player? the player that would beat all the other players or the player that happens to weigh less than an arbitrary number?

the best boxer is the boxer most likely to beat the other boxers. stop being silly. the p4p #1 is the boxer dominating his weight class the most, but the #1 boxer is the boxer who would beat the other boxers. obviously. do you not know what words mean?

Jermell Charlo-Jarrett Hurd. That one has the making of a war with both men having to dig down into the mat to pull out the win.

Terence Crawford-Shawn Porter. I really think Porter gives him hell for twelve in a very fun fight.
