In the following article an exective from Roc Sports said the following:

According to Yormark, Roc Nation was never afforded the opportunity to discuss weight, the financial terms, potential dates, which fighter was the A-side or any other factor - because their offer was turned down in 36 minutes.

A couple reasons, GGG's priority has long been fights with Cotto and Canelo. Cotto never wanted him and the negotiations with Canelo dragged on forever. The fight was eventually made. Its also well known GGG tried to make fights with Chavez Jr and Froch but both guys pulled out. So GGG has tried to make fights with some of the best guys from 154 and 168. Ward didn't try to make 168 since 2013. We also know for the latter portion of Ward's career he had been incredibly inactive and as a person gets older they're going to have more problems making weight. Ward's inactivity certainly wasn't going to help matters.

Its not a dig against Ward. I just always saw his calling out of GGG to be more of a business move than anything. If it turned into a fight then he'd take it in a heartbeat. But in the meantime it kept his name out there. No lose situation. Great business move on Ward's part.

He got his fights with Canelo and on largely his terms. If his negotiations kept him from getting the fights he wants its one thing. But he got the fight he wanted.
