NSAC is the sole agency that can grant an exemption to NSAC rules, but IV wasn't against NSAC rules and therefore no exemption was needed. Notice Bennett never claimed that Mayweather needed an NSAC exemption. He's using strong words that are ultimately meaningless. That's what you do when you're doing damage control when there is public outrage caused by a misleading article written by somebody literally on HBO's payroll.

So your position doesn't make any sense. Because clearly USADA has the authority to issue an exemption for USADA. Nobody is claiming USADA has the authority to issue an exemption for NSAC. So if IV was illegal in Nevada, and USADA clearly couldn't exempt a Nevada rule, why did Nevada say Floyd didn't break the rules? Clearly it wasn't against the rules in Nevada.

You're just being fooled by Bennett by taking his outrage at face value without bothering to think about the actual meaning of the words he's saying.

While distracting the public from the fact that IV was 100% legal in Nevada, something that was well known at the time and clearly stated by USADA and never refuted by NSAC.

That's not an acceptable excuse. He's failed one drug test he knows the procedure. He knows you're supposed to declare any medicine you're taking. He lives in the US. You think he goes around signing papers in English without someone interpreting it? I don't care if he was given the forms in Roman Numerals.
