WBO fights in America have American refs and judges with American champions/challengers. I didn't see the WBO trying to change that. I bet the BJS-Monroe fight will have a British Ref and a British judge. The WBO aren't crying about that. So why now?Comment

Not just a British ref but an incompetent British ref who has
a history with his awful scoring of Tyson vs McDermott and has officiated two of Hughies previous fights. A neutral ref isn't an unreasonable request for a world title fight.
