McGregor is not a boxer. He is an MMA fighter, he doesn't commit to his punches like a boxer. It's ingrained in his brain to look out for other things and use other tools to land his strikes. He can hit you with a decent shot though when he commits to it.

Give a fighter a good camp and 4 months to train and Paulie would look classic, regardless of not being a power puncher, would look more sharp. Paulie been on the decline even before Broner, however with commentary and looking overweight for some time, that U.K. kid had it easy
