The problem was that the United States could never agree on a champion. The New York commission title was the most prestigious, but the commissions of several other states formed the NBA (which became the WBA). The New York title was merged with the WBC title, but the other US states continued separately from the rest of the world.
That is why we had two titles. The smaller US states weren't willing to join New York and the rest of the world.
Now we have four titles because the WBA split off into three groups (WBA, IBF and WBO).
But what you're suggesting is what the WBC has always been.

But with the IBU tracing back to 1910, that makes the EBU the oldest, and the EBU is a WBC founder and one of their continental federations. Making the WBC the real world championship by virtue of the IBU & NYSAC lineage.
