It's a meaningless title since you can apparently keep it without fighting the best fighters available to you for four years, fighting Mickey Ward and Kostya Tszyu's leftovers. I honestly think p4p rankings should be restricted to championship fighters, not showcase fighters. Floyd hasn't been involved in a true, recognized championship fight in god knows how long.

But yes, he is a skilled fighter. Too bad he likes to prove it against leftovers and losers rather than true champions.

I'd rank Floyd as a top welterweight contender, probably #2. His wins have been against fighters coming off of losses, but Mitchell and Judah are good fighters nevertheless and he beat them, so he deserves a high contender ranking at 147.
