I think this showed that Broner is serious and trained hard. He used to make 130 so there is no reason he can't make 140 and be very strong. The only question to me is can an in shape focused Broner beat Garcia who is always focused and in shape.

Reasons why I wouldn't be shocked if an upset occurs -

1. Garcia's resume is weak
2. Broner has only lost to naturally much bigger guys
3. It could be argued that Garcia is a blown up featherweight
4. Before Broner moved to 147 - everyone would have picked him to beat Garcia and would say he was too big

Judging by that photo Broner's body looks more muscled toned and lean than Garcia's. Mikey's body appears the more flabbier and pudgy of the two. Mikey would probably get stronger and carry more stamina with him the longer the fight goes because muscles tire much faster than fat.
