The original offer back in 09 was 50-50 split with random drug tests. Pac agreed to everything but the testing. Arum even said he was scared of needles. Or he felt "drained" by drug tests

In 2005, Manny gave blood a few weeks before a fight. But his samples were somehow mislaid. Which meant that he had to give more samples just prior to the fight. Manny Pacquiao refused to do random blood tests because he was "Afraid of needles". Not saying Mayweather is clean but Pacquiao definately was a cheater. Still one of my favorite fighters
