            Since Pacquiao has NEVER failed a drug test he probably was not aware of Pacquiao's alleged PED abuse.

              My opinion is that Pacquiao was the biggest substance user in the division. He polluted the whole division and made it impossible for anybody to compete unless they used too.

According to WADA, via GlobalDRO.com, “None of the ingredients in this brand (Xylocaine) are currently included on the WADA Prohibited List”. This means that Xylocaine is not banned by WADA.
